What Are California's Proposed Artificial Turf Restrictions?

California legislators are reviewing proposals to restrict certain types of synthetic turf containing PFAS and lead-based components. Current proposals target specific chemical compositions in turf backing and infill, not a blanket ban on artificial grass. Inland Empire homeowners with existing PFAS-free installations are not affected by pending regulations.

We've gotten about a dozen calls in the last two weeks from homeowners in Hemet and Menifee asking if they need to rip out their turf. Short answer: no.

The proposals moving through Sacramento target specific chemical compounds - primarily PFAS (per- and polyfluoroalkyl substances) found in some cheaper turf backings and crumb rubber infill. The turf products we install use polyethylene fibers with non-toxic backing and silica sand or Envirofill infill. No PFAS. No crumb rubber.

Which Turf Products Are Actually at Risk?

The concern centers on two things:

  • Crumb rubber infill - ground-up tires used as cushioning, mostly in municipal sports fields. Contains heavy metals and PFAS. We stopped using crumb rubber three years ago.
  • PFAS-treated backing - some manufacturers use PFAS coatings to make turf backing more water-resistant. Our suppliers use polyurethane backing without PFAS treatment.

If your turf was installed by a reputable contractor using name-brand residential products in the last five years, odds are strong you're fine. The issue is mostly with budget municipal installations and fields built 10-15 years ago.

What This Means for New Installations in the Inland Empire

We install turf every week across San Jacinto, Temecula, Murrieta, and throughout Riverside County. Our product specs haven't changed because we were already using clean materials.

Here's what we use on every residential job:

  • Polyethylene monofilament fiber, 70-80 oz face weight
  • Polyurethane backing, PFAS-free
  • Silica sand or Envirofill antimicrobial infill at 2-3 lbs per square foot
  • Class A fire rating per ASTM E108

A typical 800 sq ft backyard installation in the San Jacinto Valley runs $6,400-$11,200 depending on base prep, demolition of existing landscaping, and whether we're adding a sub-drain system. Same products, same specs, regardless of what Sacramento decides.

The Real Water Savings Haven't Changed

One thing that gets lost in the regulatory noise: Riverside County homeowners still save 35,000-55,000 gallons of water per year by switching a 1,000 sq ft lawn to artificial turf. With RCWD rates climbing past $7 per HCF, that's $400-$600 in annual water savings. The Inland Empire gets 300+ days of sun and averages 12 inches of rain per year. Natural grass out here is fighting physics.

We did a front yard conversion last month on Sanderson Avenue in Hemet - 650 sq ft of dead bermuda grass that the homeowner was spending $180/month watering through summer. Total project cost was $7,800 installed. Payback period on water savings alone: under two years.

How to Check If Your Existing Turf Is Safe

Pull back a corner of your turf and look at the backing. White or light-colored polyurethane backing is standard for modern residential products. Black latex backing with visible rubber granules is the older technology that regulators are targeting.

If you have crumb rubber infill (black rubber pellets), consider having it replaced with silica sand. We do infill swaps on existing turf - takes about a day for a standard backyard and runs $2-$4 per square foot.

And if you're shopping for new turf installation, ask your contractor for product spec sheets. Any legitimate installer will show you the MSDS (Material Safety Data Sheet) and backing composition before you sign. If they can't produce those documents, that tells you something.
